On
a competitive basis the Federal Ministry on the Environment, Nature
Protection and Nuclear Safety offers research and development contracts
to companies and not-for profit organisations. Since 2001, AFES-PRESS
has participated in two research and consultancy contracts

Change, Environmental Stress and Conflicts (2001-2002)
As a partner of Ecologic (Berlin) AFES-PRESS authored for this project
a study on
Climate Change, Environmental Stress and Conflicts that has been
published in November 2002 by the The German Federal Ministry for
the Environment, Nature Conservation and Nuclear Safety. The report
reviews the empirical evidence and perspectives of "Climate
Change and Conflicts" and thus contributes to international
and national debates on climate protection. Crisis and conflict
prevention as well as crisis management are given top priority on
the international political agenda and provide additional supportive
arguments in favour of a precautionary and ambitious climate protection
policy.
Part I of this brochure summarises the results of a "Special
Event" on "Climate Change and Conflicts" which took
place on 10 June 2002 in the framework of the UN climate protection
process. It was organised by the Federal Environment Ministry in
cooperation with ministries in Finland, United Kingdom and Mexico.
Part II is a study by Hans Günter Brauch (AFES-PRESS) on current
knowledge regarding the linkages between climate change, environmental
stress and conflicts, with a specific focus on the situation in
the small island states, Mexico, Bangladesh, Egypt and the Mediterranean
region.
In Part III, Sebastian Oberthuer (ecologic), Dennis Taenzler and
Alexander Carius (adelphi research) discuss whether there are any
starting points for linking the topic of "climate change and
conflicts" with the Framework Convention on Climate Change
and the Kyoto Protocol.

Crisis prevention: Use of international environment cooperation
for crisis prevention and disaster reduction (2002-2003)
As
a partner of Adelphi Research (Berlin) AFES-PRESS has been contributing
to this project between June 2002 and October 2003 background, conference
presentations, internal studies and reports on climate change, disaster
reduction, and on GMES (Global Monitoring on Environment and Security).
Adelphi
Research contributes brief reports on: Nature conservation and conflict,
crisis management by environmental cooperation, OSCE Code of Conduct,
Crisis prevention and European foreign policy
